How to get stay on a government recruitment

My father was died while in government service in 2010. After that I have sent many representations for getting compassionate appointment. So in 2013, I have approached Hon'ble CAT Madras and the court ordered the department to consider and dispose my case within 45 days of judgement. After that the department sent me a letter rejecting my appointment. So I have again approached the Hon'ble CAT for quashing of the above order. In June 2016 the Hon'ble CAT ordered the department to reconsider my case by stating that the findings of the department for rejecting my appointment is not appropriate and directed to reconsider and dispose my case within 3 months of the date of receipt of the order. But it is more than 10 months have passed and the department have given compassionate appointment for other people without considering the court order. So can we get stay for the above recruitment, if so what is the procedure?

It is purely a service law. So courts at Pondicherry have no jurisdiction. It is advisable to consult your high court advocate who assisted you earlier. You have to obtain stay for the post which you are eligible to restrain the government in appointing other candidates to your eligible post. Otherwise it would be difficult for you to get the compassionate appointment.
