How to get promotion

Am working in an institution run by Society under Govt.of Puducherry. As per the latest General body meeting held in the beginning of 2016,Promotion has been delinked from vacancy and is said to be time bound manner. However we have not got promotion even after 7 years of service. ours a Teaching medical college.The Institute is said to follow all Central Government Health Service rules. what can be done to get promotion....
in all service matters, you have to approach the high court chennai. You better approach an advocate at chennai (who is practising at service matters) with all the material papers available with you. The advocate will guide you what you have to do.
