How to deal with illegal fee collection by college

I study in a college,i am doing btech civil engg .The college has taken full fees from me not a penny is left ,but now again after paying second installment of my fee ,i saw there was balance 13000 imposed as fine.I have written several apllications to the college administration but no one replies. Earlier also college was forcefully charging more fees,which i disagreed to pay ,as they were not providing receipts ,they threatened to impose fine on me. I have all documents with me . Now my 4 th sem is coming to end ,and they are threatening that i will not pay the fine ,they will not allow me to give the practicals.

There is regulatory mechanism available in each State for controlling and regulating the fee structure of the Technical degrees. Thereby it becomes expedient that you should mention the State so that specific question can be answered. Notwithstanding, you are advised herein that you take up your case with the regulatory mechanism of the State which is under the control of the Principal Director Technical Education. In case they don't pursue your case you can approach the Court under Article to direct the mechanism to ensure that they are directing your college to follow the norms laid down by them.
