How handle a stay order on office promotions and its implications

Hello sir, I am in trouble, i am working in IMC , and recently our job file for permanent has been passed. But we are 14 employees, but only 10 employee has selected on the basis of budget passed by bhopal(M.P). Now , the file is in process but the other 4 employees want to take stay against it. I want to know 1.if stay taken , than does it effect the file which is in progress and how should we overcome the situation? 2.if we get joining letter on permanent position, does the stay effect afterward also?
In your given situation as the other 4 employees want to take stay on the said decision, then,
1. Yes, if the said stay or injunction is granted in the favour of the 4 employees then, the proceedings of the said file will be held till the decision of appropriate tribunal is passed.
2. If the permanent positions have been granted to the said 10 employees, and then afterwards the stay is being granted then there is no effect on the employment of the said 10 employees.

If any one will challenge the validity of the selection process then mostly department will stop the whole process of selection but my advise for you that if department takes such tipe steps in compliance of the stay order or for his own safety then you also can go to the court for redressal of your grievance.
