How can i ask the department to make my job permanent

I'm working in a Govt. Degree College under UP Govt. higher education department as a computer operator in daily wages last July, 2014 without any break. This kind to in your information that there are no post created computer operator by government. So please suggest me to how can I claim for permanent. If any chance pleas told me.
