HOD not allowing to join service after leave what option are available

i work as a ldc in diet udaipur . i am on leave from my ffice 01-04-15 to 5-8-15 . i am present my office with my all relivent document i have want to join my service on 06-08-15. but my HOD not allowed to me for joining.at same time i go to higher officer DD ELEMANTARY EDUCATION UDAIPUR on same day present an application but he take no action on my application.Then i have go to director elemantary education bikaner on 10-9-15 but he take no action . Then i have go to 21-12-15 to education secretary elementary and give him to my written application but he take no action on my application till day.What can i do?
