Financial recovery during the period of extra ordinary leave

I am being recovered money for extra-ordinary leaves (EOL) taken for Phd purpose. The reason office quote is that I have not submitted course completion certificate on resuming duty after completion of EOL because of which i am not entitled for the increment during the period of EOL. Please tell me if it is correct from the office side to do so ?
It depends on the employment contract which governs your employment. However, it is legal on the behalf of your office to ask for the same. You will have to provide the course completion certificate for proving the same.
