Equal pay equal work. How to proceed ?

In our area adarsh school opened in 2012 under ppp scheme. Are we eligible for "Equal pay equal work" creteria ordered by supreme court? Our school is running under 70:30 ratio by government and private partner. Should we file a case? And how much time will the case take to get our rights ?
Yes, the same can be enforced by filing a PIL in the High Court, making the said school a party to the same.
