Enquiry pending departmental fault not getting promotion what to do

I am a state government employee suspended for constructing a retaining wall in the other district which is 10km away from the our district only after getting work order from the department.but after 3 months case was revoked and joined duty with 17b charge pending during 2014 November but 2and a half years passed no further proceedings were taken and I am in the promotion panel and my promotion get delaying. How should I get justice?
You can file RTI regarding the status of your status of your promotion also you can enquire into the status of your enquiry for the alleged misconduct.
