Employer sent show cause notice i want NOC from them what to do

I am presently working in a gov organisation. Mean while I have been selected for another gov job whose joining is expected in a month. I was supposed to join induction training for 2 months which I refused showing mdcl leave with all certificates. But the employer has send me a show cause notice to explain it. Otherwise disciplinary action / termination will be initiated against me..what should I do now..?? Should I reply to show cause or should I resign myself.? In case of resignation...will the employer issue me noc. If not..what action I can take to obtain noc from them..please reply asap

As per your query, it is suggested that you appear for the show cause notice and explain to the management that you couldn’t be present for the training due to justified reasons. 
If you resign yourself then the company is liable to give you the NOC if you have fulfilled all the terms and conditions specified in your employment rulebook/contract.
