Employer says he has no money to pay salary what to do

Our employer says I have no money to pay your salarey of last 2 month and can't release you without notice period of 2month.and i don't know when I pay your salarey of next 2 month of notice periode
emploer has no excuse about salary. so that inspector should sent notice to comply the provisions of law otherwise he shalll lodge a criminal complaint or to seize the bank account of the employer also. in case of non payment of salary , it is not required the two months notice for the same.
