Employer not giving my relieving letter

I am being mentally harassed in the office. I had signed a 2 yrs bond with the company. Since I could not bear the harassment, I resigned. They said they'll not give me my last month salary. I was ok with it and requested for only a relieving letter. They said, they will give me in 2-3 days, But have not given after 15 days of my resignation. Now, they are saying they will not give me any more.  What to do, please help.

To get your experience letter you are required to send a legal notice to the company demanding the same. Failure to provide you the same, a suit for declaration is to be filed in the concerned civil court.
