Employer not clearing pending Dues

Sir my girl friend worked in surat as a model and she earned 50000 in starting he gave her 10000 in three difrent times.now he is not attending her call and making condition that if u come for work than i ll pay you but i know he will never do because he has done many time.so wat i have to do legaly. We live in mumbai .can i send him some notice an all?
Except for the mail do you have any offer letter or an appointment letter from the company? if yes, to start with we can send them a Legal Notice for Recovery of Money/ Balance which is due on the company. if the Company does not respond then we can file a case of Recovery in the Court. you can also approach the Labour Commissioner for Recovery of money and the Labour Court shall take necessary action against the company.
