Employer had not sent individual option for changeover from CPF to GPF

I want to changeover from CPF to pension scheme ,Can I file a case in CAT as per CCS rules, how many govt .servant can jointly file the case so that Dept. can not take any action against them?
Yes you can do the same as per CCS rules, also, all the government servants who are interested in changing their CPF to Pension scheme should apply together regardless of the number of the employees. As there is no action which could be taken by the department against them.
