Employer denying to reimburse money for my tickets

LTC Travel to A&N Islands. Purchased private airline ticket for return journey to Kolkata(shortest route) due to unavailability of AirIndia ticket. Employer denying ship reimbursement for the same. Pls advice

Since the Office Memorandums specifically stipulate that in all cases of Travel (including LTC) where the travel cost is borne by the Government, the travel is to be performed by Air India only; therefore, availing reimbursement in cases of travel by a Private Airline would not be possible, am afraid. However, exploring a few possible reliefs may be possible, if the nature of unavailability of an Air India Ticket on that particular occasion is known a little more in detail. Also, the particulars regarding the nature and tenure of the travel/visit and the class to which the Government Servant belongs, would come in help too for further exploring the idea of a relief to be claimed.
