effect on employees if any govt. company dissolved

Sir my father is an employee in ciwtc and recently cabinet has dissolved ciwtc.sir my question is that can anyone force him to take vrs against his will.if the property of that company will be given to another company so whether it is possible that he will shifted to another company.
According to my Knowledge, if he is a government servant then the government would transfer all the employees along with your father to some other department where the govt. wants them to be shifted. yes they can given an option to take VRS but cant be given forcefully.
