Education dept not adhering to court order What to do

sir, i got single judgement for appointment of teacher, department gone to appeal, Division bench given dismissed appeal, again department appeal to supreme court, the supreme court given dismissed appeal, now education department given the order, but not giving salary and arrears, D E O is ready to approval bills , but the superintendent return the bill without any cause due to revenge of personal (expecting money), in this stage is it possible to go contempt in the name of superintendent or give advice to get the salary and arrears. and claim or penalty .

If the order of the court says to give the arrears salary, you can file a contempt, other wise, you have to file a fresh writ claiming the salary arrears.

You may make use of the RTI application, for getting more information, why the salary is not disbursed.
