Early retirement from bank duty due to health issues. Can it be done ?

Hi, my dad has been working for a state government as a security guard and now his health condition is not good and he is suffering from memory loss, but the bank says they can't give an early retirement, can a person not seek retirement when his health is at risk? Please help☹️
Your father can apply to the bank under VRS i.e, Voluntary retirement scheme. If the same is denied by the bank then your father can resign from the job, by serving the notice period.
