Department not issuing NOC for recruitment in coal India limited

I am an employee of central government in class B. My current basic pay is Rs. 41100/-. I want to apply for CIL for the post of E2(Executive-2) which is a executive post having basic pay of 20500/- to 46500/- but gross pay is much higher. The slab of both are very different. E2 is higher post than my current Rent/Designation but basic pay is low. On the base of lower pay scale my department doesn't issuing me NOC for recruitment in Coal India Limited.

It will only happen when either you apply for the said post and that too should be vacant for the same purpose however, it also depends if the said department transfers you in your wished department and on the same post if the coal department is linked to the current department you are working in.
