Denial of promotion due to negative recommendation by DPC

I have been denied promotion from deputy director in ncdc a statutory govt of india organisation on nonclearance by dpc due to arbitrary, prejudiced unjust decision of md due to influence of another ias officer despite good service record without any adverse entry/disciplinary action/penalties. 9 juniors and 19 officers in total have been promoted on 1/4/2016. Kindly advise whether to approach for quashing of dpc minutes/promotion list forthwith and review by dpc to consider my promotion afresh?

you give them a representation to consider you for a promotion. if they have not considered your representation you can approach the Central administrative court to putting all the facts before the court for non consideration for promotion even you are eligible for promotion
