Delaying 4 years to obey CAT's order & finally reject it what to do

CAT, kolkata instructed S.E. Railway in 2012 to carry out my transfer from S.E. Railway to Eastern Railway. But, S.E. Railway delayed 4 years to carry out the said order & now declare not to transfer me due to staff shortage. My question is "Can a order of tribunal be violated by delaying it & by showing service exigency later as occurred in my case?" I need your advise earnestly, pl help

MY OPINION THAT if you have CAT ORDER in 2012 and S.E Railway delaying to carry out the CAT ORDER and showing you the causal cause for that delay to answer the issue, in this respect i think that you should move at immediately at the competent forum, and also challenge the issue.
