Delay in salary by employer what action can I take

Hi, Can I do case against my Ex-Employer for Mental Harassment or like that ? My Ex-Employer was facing financial issues due to which we had late salaries , no variable pay out and fake promises of giving out pay outs etc., 3 Month notice period was asked to serve for employee even without paying salary or getting it cut in FnF. Form 16 was delayed till august etc.. No one was getting home loan due to adhoc payouts.I want to file case for Mental Stress caused and also get my dues clear.
