Contempt of order passed by CAT deliberately. What to do

Enquiry officer committed contempt of court by continuing with disciplinary proceedings even though CAT stayed it knowingly. In the original application, only “union of India” through “General Manager, Central Railway” was made as respondent. Contempt is committed by enquiry officer. Whether in the contempt petition, enquiry officer and disciplinary authority be named, since the contempt committed by them are deliberate. Whether not having their name in the original application have any negative effect on the contempt petition.
