Company refusing for final settlement & work experience certificate

Hi, I work for one of the MNCs in Bangalore and I am trying to contact with them they are not responding , I did not got my final settlement amount and my work experience certificate, last time i spoke with them they are drop me a email and said that they will release my money to 7th dec, and when i call today they said they your travel check is pending and when i talk to travel team they are saying you can pay the amex card bill then will do to check but i did not got my amex amount from company , please guide me how to take some legal action against them.
The company is harrasing you by not paying you the final settlement and your certificate before taking any action we have to go through the contract singed by you. To receive final settlement amount you may send the concerned Company a legal Notice seeking them an explanation on delay and also to pay the due amount. A Legal notice sent to by you should clear your payment and the problem you are facing as it shows clear intention to take legal action in future
