Company not clearing payment after twenty years of job is doing gross injustice and denying your fundamental right to live. You can approach high court by filing a writ petition whereby the court can issue writ against the company to release ur salary and other reliefs to you. If company not clearing payment after 20years of job you may file your complain in the consumer court along with all relevent documents where you have working and appointed after that you should notice to the opposite pary(owmer of the company).you should file your complaint either in labour court or in consumer court.it depends on your company how many employees workghing there.
