Company not accepting resignation nor giving salary what can I do

since last few months my company not paying all the employees salary on time, last salary we had got is of march month and no penny for april may and june too for all the employees . and due to this i am planning to resign since i got another job offer in my hand with 15 days notice period . I put resignation and they not accepting it nor giving salary , what should i do?
