Company is not giving salary having only offer letter what to do

Hi My Wife boss, Having small recruitment company, not paying salary since last 2 & 1/2 months and keeping promising false saying , he will be pay in 10-15 days, now my wife resign and went for other jobs, his exboss is saying he will be pay once he have, he is saying business went under loss. and he dont have money to pay. I interfere once , his attitude was getting bad and asked me to go for police or whatever you can do, there are many company who dont have money now. he had only 3 staff, all left and girl, which dont want to go for police ,worry other problem. any suggestion what to do
