Company accepted resignation post filing harassment case to HR

One of my female friend was sexually harassed by her co worker and then she mailed to the HR of her organization and it was basically a complaint mail but then in the mail she wrote that, " I am not able to continue my services" she no where mentioned the word "RESIGNATION " and the HR told her that "They will solve out the issue" but then the same day she got a mail that her resignation is accepted and all her dues will be cleared in 60-90 days and its been more than 90 days they are not responding and ignoring her mails and calls..... what can be done in this case? when she didn't even resign and no where mentioned the word resignation

In this issue two cases can be registered.
1. Criminal case for sexual harassment.
2. For service matter.
Now here issue no.1 you want that action should be initiated against co worker for sexual harassment or not.
For second one service matter if you want to join or you want your salary and dues you haven't clear. You can contact if you want.
