Clarification on recruitment of an OBC-B category candidate

Respected Sir, I want to know if a candidate of OBC-B get higher marks than a general candidate in a panel of recruitment of any examination, will he treat as a general candidate and will he get any preference in recruitment to the general candidates who gets lower marks than him?
MY OPINION THAT according to the constitutional & Government policies in modern era,OBC-B category candidates have getting preference in service area, OBC-B categories specifically have reserve seats & /or they have preferences in job categories, otherwise have to move legally at the competent forum with legitimate category demand.
