Clarification on procedure if someone gets promoted not as per rules

some junior found in service by wrong entry inservice record department relex them.I have file a cwp in h court which gones pending in2005 now my further promotion Delyed due to some one promoted as stp gap arrange/some one not as per R rules but nos of vacances available and i have only sole eligible. Plz sugest for e hearing /new cwp and fee
you can start by filing an Right to information asking for the details of promotion and criteria then once you get it and you still think that it the promotion is done wrong then you can file a petition in CAT ( if govt employee) or a WRIT in the high court against the promotion orders for setting aside.
