Clarification on eligibility to get gratuity from employer

Dear Sir I was a school teacher in a private school.I have joined that school in January 1988 and worked upto December2000. Then I had to resign in January 2001 due to health ground. I was offered to rejoin the same school in December 2012.Then I worked upto October 2016. (13 years during first phase and 4 years during second phase ) When I wanted my Gratuity the concerned authority verbally denied to pay. Now I want to know for you how many years I am eligible for the gratuity?Is it the last drawn pay that is October2016 or it will be December2000? Can I claim for interest also? You can claim the gratuity only after completing 5 years of your service, you can claim gratuity for the period of 13 years of service. And after completing 5 years you can claim gratuity.
