Change in selection process can we legally oppose this

DMER had declared its 8th round selection list for staff Nurse . where the MHN-CWT for staff nurse was held in 2014 for 1500 vacancies in 3 rounds . and it is now year 2016 . we are job less DMER is taking its lowest rank selection. instead of taking a new common enterance test
before opposing the selection process you need to be sure and know that why the DMER has changed the Legal Process there is no point in filing a writ petition and later get it dismissed. rather you can file a writ petition asking the DMER to conduct teh selection for your post also
