Case filed against my father government stopped pension

hi , mf father was a government employe in india . he was suspended in vigilance case in 1995 . in 2013 the district court was fine 10,000 and 2 year jel . now we apply in high court and stay the cases . our problem is all pension ,provision fond was stop . can you help how to start my parent penson
your father should file petition before CAT to direct govt to release his provident fund dues , gratuity and other pension benefits
