There are many things which are involved in this subject -
1. It is to be seen in what circumstances these bond has been filled up,
2. In lieu of this bond what has been submitted by you or/and what has been promised thereto,
3. Have you received any training (general/specific) from the company in against this bond,
4. How many time you have already spent over there as an employee of this company,
5. What are the norms in against the breach of bond
Only then one can help you out on a legal front otherwise it is difficult to assist or advice you over this subject.

The object of bond is to have a commitment. If everyone starts doing like you have done, it will result in chaos. Having no money is no explanation. You have a job and clearly a loan could be undertaken to pay the amount. Of course, your private employer may force you to pay Rs. 2.8L and even initiating civil/criminal action against you. Only alternative of not paying is to negotiate a lesser amount with private employer. The ball is in your court, act as you deem wise.

We need to know terms of the contract which you signed for a detailed answer. Insofar as your joining the Govt job is concerned, it would not be a restriction, however, later the company may file a suit for recovery of amount. In that case you may either reach a settlement or pay if contract is legal.
