Can we join central govt job after completing punishment period

My relatives father punished Life time. Actually he is central govt employee. He lost the job. Can he continue his job again on any circumstances after his completion of punishment period. Please help
Although as per law he wont be able to continue with the current job because for seving imprisonment he will have to resign. However yet we will have to examine the rules of Central govt and advise accordingly
