Can i joint government service with 3 children

Hello sir. I want to know 1. Which states in india are not following 2 child policy for government service ?. 2. What is the status in rajasthan for the same ? 3. What will happen if i join a govt service in rajasthan with 3 children which are already enrolled in aadhar service ? 4. What punishment for the above question in indian legislation. Thank you
In Rajasthan, a candidate having more than two children is not eligible for government recruitment. An employee, whose third child is born after recruitment, is not given promotion for five years.
