Can i get promotion if did another degree druing job?

I am working in the government sector. I joined the job without a post graduation degree. Now after years of hard work i did my post graduation. Now if i want promotion for the same, is there any manner i could get the promotion?
You would have to approach the Department of Personnel and Training for a clarification on this because you have not mentioned whether you are a Central Government Employee or a State Government Employee.
