Can I file RTI on my own department

Could I ask rti my own department then after officer annoyed and harrasment then could I file rit in court against

Yes, you may file an RTI with your own department, There is no bar on that. Anybody may file an RTI.

Secondly, whether or not you may file a writ in the High Court depends upon your department and the nature of harassment.

If you are being harassed by your officer in his personal capacity then it may be simply a crime and if you are being harassed by mobilizing his official powers against you then it may be a ground for writ. It is also important to know whether you are a in armed forces, para military or police force, as they have their own mechanism for grievance redressal.

You can definitely prefer the writ against your harassment. However, the harassment should be of the nature such that it amounts to violation of your fundamental or legal rights. Approach the High Court disclosing the entire details that your seeking information under RTI act has irked to Authorities and now they were harassing be you.
