Can I challenge recruitment process of government sector

sir a recruitment held in year 2012 for 149 vacancies but a case against recruitment made result on hold but 82 vacancies were filled in year 2013.Now in november 2015 remaining vacancies were filled but in mean while the names in reserve list after 82 were changed and now some of people are there who cannot even speak hindi nor understand english but scored above 85% marks. So can i challenge the recruitment held in 2012 now.Answer sheet used was consisting of two papers above was for name & roll number and back was for writting answers option against questions. anybody can change bck page.
