Can I approach CAT for transfer on spouse Issue

i have joined Central Excise Deptt. as an inspector in 2012 in kerala as direct recruitment. after completion of my probation period i had applied for Spouse ground transfer under Govt.'s guidelines. the competent authority have considered the application of my juniors (joined as Tax Assistant in 2009 and promoted to inspector in 2014 & 2015) without any solid ground. when i approached the authority they told whatever the decision taken by them was correct and my application would not be considered. my question is whether i can approach CAT and if yes what are the chances for a win
