Can government employee do regular course

Can government employee do regular study except evening classes please tell me in detail.I am doing a job in state electricity board in Punjab and our department issued a circular regarding it to upgrade studies on regular bases of employees .I have doubt regarding it.
Perse, it is not permissible, but it can be with the written approval of the Department.
