There is no straight jacket solution to your problem.As a matter of work station rules, if no, employee is allowed to communicate with outsiders​ in course of employment as a matter of HRM policy , you have to cope up with the said rules.However,if
You are singled out and put to bullish supervision, you can approach to your
Superior authority and your family predicament.If Employee's grievance handling cell is in place, you can avail of the opportunity to get your grievance redressed.
So far as, violation of human right is concerned, onus shall be lying on you to substantiate your complaints. Please prepare list of dates with corroborative substances showing how your ailing parents were put to sufferings​ owning to non availability of communication facilities with you during your working hours.If, you can establish your case following above procedure you will get the appropriate relief from the appropriate authority.

MY OPINION THAT i have follow your very sensitive issue,i think that if any strict restrictions have been issued by your employer during the office hours for using cell phone at the office premises, but nobody can violate the constitutional right /rights of any citizen of India forcefully ,you have legitimate right to use cell phone at any place at any time, in restricted area you have use for very vital reason, you should take legal steps.
