Can any company stop payments of their employees just on the basis of not completing the target..? And after that leaving the organization not even ready to pay full and final instead of that sending legal notice with fake terms.. Do we have such laws..???

Depending upon your employment contract if you do not complete your target them the company can withhold your salary as the ultimate loss is your company's. They can even cut down a certain amount from it to recover the loss due to your mistake. And if you left the organization before your contract was completed or the time period was breached then they can penalize you. Legal notice is sent when the person stops responding and does not entertain the company's warning. i would suggest you to go and clarify the issue and in case you feel that the legal notice has fake terms then hire a local lawyer and file a reply to it.
