Can a rule of government be implemented before its approval?

On 03/12/2014 an advertisement was published by iitg for various categories(all the posts are permanent). One of those categories are junior technicians. Before this advertisement the upper age limit for junior technicians was 30 years but in this advertisement it was increased to 35 years. Through an rti filled by me i came to know that the relaxation of upper age limit was approved on 19/12/2014. My question is can a rule be implemented before approval. And if someone implements a rule before approval from the concerned authority then what kind of legal action can be taken

My question is can a rule be implemented before approval.--- no a rule cannot be implemended without approval.
And if someone implements a rule before approval from the concerned authority then what kind of legal action can be taken-- you can file a writ petition against the concerned authority but you need to have some proof that the amendment done was without approval
