Can a public sector bank issue a voluntary vacation of service letter

Can a public sector bank issue a voluntary vacation of service letter even after the employee has sent a confirmed withdrawal of resignation to the respected branch well in time over an official e-mail communication. Can overstay or unauthorized absence be judged/clubbed with voluntary resignation & is e-mail considered as equivalent to a normal letter based communication. Can that be used as a documentary evidence? Thanks.

If the communication is made prior to acceptance of registration in that event the action of the public sector is questionable, can be raised in court of law. Yes, you can use email as evidence as per the provision of evidence act 1872, to prove the same.
