Can a govt employee be restrained to appear in civil service exam

Hi I am a central govt employee and have been working for 6 years now. Lately I applied for permission to appear in civil services . The higher authority granted me the permission on condition that it will not amount to technical resignation. Can they do so? And if I get selected what can be the further process of reliving and pay protection etc in new job

Yes they can do so. However, when you will be selected in the said examination then you will have to deposit one month salary in lieu of your resignation and then your employee code will be transferred to another department. Meanwhile you need to apply for resignation and then you can join the new job.
