Can a contractual employee demand permanent job and gratuity

I have been working as a contract basis engaged engineer in a PSU since April 2007. I was given charge with letter to act like permanent employee in several times during their leave. I was engaged through walk in interview initially for one year and later extended till date with break during extension. Am I claim for permanacy and gratuity?

your case falls under the category of contractual or casual worker and in such category after the judgment of UMA Devi case State of Karnataka things have become worst for the employees who are falling in such category. it is opined to you that participate in the process of appointment. there is legal position against you as you have said that you are a contract employee so you are bound with the contract condition. it is also advised that no body can restrict you to participate in the selection process, if so, then legal remedy is available to you. under the law you can't compel the authorities to continue you.
