Can a bank employee run his own business during his job

I am a multi-national bank employee, due to financial crises I wish to use my car as cab for UBER rides, can I do this legally and will this be considered as dual employment.

Absolutely not. Let me answer this via Reverse Psychology. People take govt. Jobs for job security till the completion of their tenure. They want and desire safety and guaranteed future. So similarly the govt expects the people they hire to do the same thing. No matter how good you are at your job and there are other big corporates wanting to hire you, you cannot leave. Govt too wants a guarantee of its economic future.
If it involves some monetary benefits to the govt organisations, they would hire individuals or other corporate companies dealing in that field to do the job.
As far as the govt is concerned, no govt. servant can have two jobs(one with the govt and one with a private firm).
You can still do business alongside your govt job under a falsified name or the name of your close relative. (In my experience choose your parents and not some far away kin. These relatives can claim the money from the business and threaten to expose you. )
