Bad working conditions and behavior of employer, how to get rid of it

Sir/ madam I am government servant. my employer and my reletion not good from my joining to service, initially he punished me to stop my salary, I also physically challenge person no any basic amenities not provided by employer like proper urinal and drinking water leads truble in working due to bad conduct bogus behaviour of employer I will left my job and move my career from government to private sector. Suggest me right guideline. Thank You.

An employee has certain basic rights with respect to his employment which are contained in legislations (for instance the Factories Act and the Shops and Establishments Act that is applicable in the concerned State), and since you are a Government employee, in the service conditions that are applicable to you. Non-payment of salary would be a breach of the contract of employment executed by you with your employer, assuming that the same contains a provision on payment of salary.
Further, since you have mentioned that you have a physical disability, the provisions of the Persons With Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 may be applicable to you depending on the exact nature of your disability, and you could have certain rights under this legislation.
Have you already terminated your employment with this employer? If not, as the first step, I would advise that a legal notice or communication be sent to your employer highlighting all of the above, and calling upon the employer to take the requisite actions.
