Applied for another job during probation period

Sir i am government employee serving since July 2015. I am on probation for 2 years. in my joining letter it is written that you can not apply for any post within or outside of council But after joining I saw that everyone is applying within council so i also did for upper post. now they issue admit card on 15th November but today 28th november they give me a letter containing subject that disqualification due to probation period. what I do now???? I am prepared for exam....... please reply soon
